Illegal toll collection at IRB toll naka at Moshi, Pune

An incident showcasing another Toll corruption was seen at IRB toll naka where a localite was forced to pay toll tax.As per NHAI rules the local people near a toll plaza are exempted from the tax,but Mr preetam was forcibly made to pay the tax.He has already lodged a complain.Following is an excerpt from his lodged complain:

“Hi,

Today, I was forcefully made to pay toll tax at Moshi in Pune at an IRB toll tax naka. This even after I showed that my vehichle RC (MH 14 EC 2891- Dehu Road). I also informed them that I am a local and the visit was for my flat at Chimbali (Mantra Magic). Also, that I use to cross this toll regularly and never ever have I been asked for toll payment, once they see my RC.
Inspite of this the toll staffs barricaded, obstructed my vehicle and forced me to pay the tax.
I was manage to procure the identity of one of the employee named ’Prashant’, employee id- 12295.

In this regard, I would like to request you for below-
1) Conduct an immediate inquiry within a couple of days to ascertain the facts
2) Penalize the involved employees, also the employee that I have mentioned
3) Ensure that at all toll plaza it is mentioned that local people are not required to pay toll and mention the applicable local area for each toll, or, mention the travels for which one has to pay toll
4) Contact me on my given mail id keep me updated

I have put my experience on twitter, keeping in loop the CMO, Maharashtra.

If I do not get response on this by monday, I would place my application to NHAI and CMO, Maharashtra and Ministry of Highways, GOI for cognizance and finally plan to take it to consumer court for legal remedy.

This toll plaza is not under NHAI and this project was a BOT(Built Operat and maintenance) so there all workers are following MSRDC rules.company not talking employee that you harassment all road user they only convence to to driver pay toll fee.

Is Private four wheeler vehicles are not exempted from Moshi Toll Naka ?? Whether it is MH 14 or MH 12 or any otherNo ??

Some times they do not ask for toll, some toe they take tolls! What is the exact rule ??

they stopped our car for toll at moshi toll plaza, even after tolls of maharashtra has been shut down. we asked them for the GR but the GR was expired on december 2015. Devendra phadanvis sir says that tolls of maharashta are shut down but some IRB tolls are collecting money forcefully

I stay at Moshi at a distance of 1 Kms from Moshi toll.
Yesterday I have asked to pay toll forcefully because I didnt have identity of native Moshi as my native is of Jalgaon. I have shown them rent agreement they told me that house is not on your name and driving licen I have is of Nashik address.
I dont know what law says as local? Is it not for people stay on rent?

Few Days Back I have also faced same issue. My car is also registered with MH 14…While going towards Chakan they didnt asked for Toll but while returning they stop car with Barricade and forcefully asked to pay Toll.

Could anyone please let me know from where we can see the documents related to it.

I keep facing the same issue as i frequent chakan industrial area. The goons are overbearing and the police station that is right next to the toll booth is unhelpful. They do not think that it is their duty to sort things for the citizens. Me being a woman can’t really go down to the language they use nor can we get into an argument with such goons. Local poli e and political wigs sit mum so that they keep getting their share. And the only sufferers are the common man… People like you n me… O ly if we were heard…

I also faced the same problem yeaterday evening once coming form manchar.
They were collecting toll, i told them that thw tolls on state highways are not for private vehicles , the employee started arguing with me.

I have to fetch up the amount, & the way the people we misbehaving, like the gundaas.

Myself have faced this issue and was forced to pay TOLL within PCMC (Dehu TOLL Naka) though my vehicle was registered by Local RTO Mh 14…

I have the Challan with Vehicle number and will take it up legally.

Same here. Every time I pass from this toll, I have to pay the toll despite having my car registered as MH14. Please advise if anyone has any suggestion on how to handle this problem. May be if we can get a media coverage for this highlighting the name of local politician who may be receiving his cut. (just a thought …..)

Happy to see that someone is raising voice against inappropriate behavior on toll booth. I believe toll is not applicable for PWD operated roads in Maharashtra now hence no toll should be collected from cars here.
Another concern I see on Pune Nasik Highway is, there are 4 toll booths between Moshi and Sangamner and distance is less 124 KM. Road is not good and seems not completed beyond 50%. As per rule (http://nhtis.org/nhai/faq.htm), it should be 75% completed. However, It is difficult for individual passenger to check completion percentage. Another, on official NHAI website, I can see only 2 tool booths. “http://nhtis.org/nhai/map.htm”

I am checking more options to raise grievance on this topic.

I am regularly traveling from Chikhali to Chakan from last one and half year and have to go via Moshi toll which is just 2 kms from my home. Initially I had to pay tax as I was not having permanent address proof. Then some toll person guided me that you should have government authorized local address proof. So I made Addhar card as local address proof and also enrolled me in local election list. After that since from last one year I regularly show my Aadhar card as address proof and toll person leave me regularly. Today suddenly a toll person stopped me and not accepting a local address proof.I went up to manager also for the communication still he was saying that waiver is for the people who have given their land for road not for the local address proof all person. Pls let me guide what is the toll waiver guidelines?

They raised hand on me, this is totally unacceptable.
There is no way to do complaint against them.what is the system we are following. I call two police station s and they said to come at police station and do complaint. If police are week them those people dadagiri will remain like this.

My plate: MH 26 xxxxxx. I was asked 31 bucks while going from Pune to Nasik, but as I was traveling first time, I didnt know that road conditions ahead and still out of curiosity, I asked upto what further kms this 31 is applicable. I asked this for almost 5 times, to which the goon only spoke, about 31 rs and started abusing as if we are traveling first time . I clearly didnt understand this reckless behavior
On return, as I saw the deteriorated roads already, I was still ready to pay return toll. But what made me shock was MH43, MH01, MH18, MH14 vehicles were clearly exempted from toll in front of me and I was stopped. Being already frustrated with bad condition of road and random illegal toll, I decided not to pay toll, as it was not even NH authenticated toll. At toll booth, I showed my old receipt and started asking rulebook for toll and reason for exempting the 2 vehicles in front of me. To which guy argued they had pass, but then as i clearly saw that the goons didnt even checked for anything from those vehicles and it was random lie. I closed my window and decided to take video of these people. Some 5 ppl (goons) surrounded my car making a fuss and random screaming, at a point i thought i will need to succumb to this “dadagiri” as I didnt have big heart of M Gandhi for losing mirror or any car damage, thus I waited patiently and calm-fully heard all abusive words without exaggerating and in d end, after some 5 minutes and ceaseless honking, 1 guy by slapping lot of abusive words to me publicly allowed me to pass the barricade Seriously felt so pity about government of Maharashtra and Police……………

People from Toll booth were asking for Toll but the person asking for toll is not staff he might local guy and using bad language.
This must be stopped as the staff guy just watching and supporting and behind that Gunda. Even i have MH14 car from moshi still in front fo me MH20 and MH02 cars gone without asking any toll.
Any guideline for toll collection and payments for locals.

Same issue I faced on 4th feb on rajgurunagar toll,after asking GR they shown 2005 GR copy.and in front of me so many MH12 vehicle passed with exemption of tax.

I also faced same problem, I am resident of Spine road, Pune. I have registered rent agreement with me. My Car passing is from Mumbai, but still the employees are asking me for toll. I showed them my rent agreement, according to them rent agreement is not valid proof of resident, I requested them to show the list or any document showing valid address proof, but they don’t have any answer. Finally they have to leave me because it was peak traffic time, but such things happen should not happen, its loss of time of me as well the cars behind me.
I am not against of Toll collection but you must collect is legally.

This Toll naka is like dictator run place.
In last 4 days I crossed this toll Naka 3 times, out which two times they didn’t asked me any toll, but on last incident they asked me to pay Toll.
I have Car registered in Chinchwad i.e MH14 the same area where this toll is located. When I denied paying toll, they started talking in rude language and kept barricades closed until I pay toll.

Just now I have faced the same problem that they openly says wherever you want to complain you can but toll fee will be charged.
I don’t able to understand that if doesn’t comes under NHAI that what is this toll about.
Government had free the toll for Pimpri Chinchwad & Pune Vehicle at Highways then why only Moshi Toll Plaza is exempted.
It’s lot of complain earlier also & now also so just want to know that why actions are not taken against them & they are working freely as nobody can take action against them.

I showed him, light bill of local address, from last 15 days I used my car for travelling (MH20 DJ 1149), from last 1 year i never ever pay any toll, but today’s experience was too bad,When I visited to toll office, one of them officer told me, the free entry is for only those who r living from last 20 to 25 years, he forced me to collect monthly pass Rs 1060 something So my question is that if we are living here so how do we pay the cost for that, he is asking for Aadhar I’d and all , how do I raise complaint against That employees.

We travel almost every week from same route and they never asked us to pay toll but today they did not let us go without paying toll.
Either they are illegally charging us or they are not found their duty properly. Why is any action not taken till now? So many people have already complained here but still their is no change.

i want to know if car registered under MH14 is required to pay Toll . Today i was forced to pay the toll they humiliated me and asked me if i am educated or not and why i am not paying the toll . i am travelling on the same route since 1 year and never had this issue .

I have traveled last 5 years , but nobody asked for toll.
